The Leader's very notable reorientation on the United Kingdom's after-Brexit relations to the European Union this weekend was intended to communicate to business, to EU officials, and to other European capitals, in addition to his own backbenchers.

A major business group last month issued a list of new proposals in other sectors to aid exporters navigate administrative barriers that has hit the trade of goods.

Its member poll found that a significant number of member firms agreed that the existing agreement was not helping commercial success.

A number of other areas could, realistically, see a similar approach – alignment with internal market standards – in exchange for reducing post-exit friction across manufacturing, in the car industry, pharmaceuticals, or for example in value-added tax systems.

European Reaction

Member states were unimpressed by the lack of ambition in last year's reset, specifically the London's refusal of suggestions floated by some experts regarding the virtual readmission of British goods to the internal market.

The precise arrangements on electricity and agri-food rules is still to be settled. A proposal for UK defence firms to be participate in a €150bn security initiative has stalled over the cost of the financial commitment, after some objections from the French government. Canada has signed up to the initiative.

The UK has concluded arrangements to return to a university exchange programme and to continue talks on a young workers initiative. This has facilitated progress for further UK-EU talks.

Analysts close to government suggest that the recent publication of a key US strategy document has shifted the backdrop on UK European policy.

The document noted that the US would "foster opposition" to Europe's current trajectory and praised the "increasing clout" of patriotic European parties.

In government circles, there is a growing awareness that the global landscape has shifted once more.

Political Calculations

Domestically, the governing party also anticipates being challenged on Brexit not just one political rival, but potentially others, which is campaigning in its key electoral areas in upcoming council elections.

The Leader's weekend remarks are borne of a combination of commercial realities, politics and geopolitics as the UK starts a year that will commemorate the 10th anniversary of the landmark EU vote.
